Taiwan approves first reading of cosmetics animal testing ban Featured

Taiwan’s Social Welfare, Health and Environmental Affairs Committee has approved the first reading of a proposed ban on animal testing for finished cosmetic products and ingredients. But it has agreed to a request from the health ministry for a three-year transition period.

Three sets of draft revisions to the Cosmetic Hygiene Control Act would mandate a ban on animal testing by manufacturers, importers or sellers of cosmetic products or ingredients. A revision to Article 23-2 would allow two exemptions to the ban:

- where an ingredient is already widely used on the market, but there are no alternative substitutes; or
- if the ingredient has a risk of being unsafe, animal testing would be allowed to confirm this – only if an ingredient is found to be safe will it be allowed in the product.
